Rochester Cup Tournament Information

Below is a summary of the tournament procedures that highlights information for officials. You can access a link to the full document in the Tournament Procedures section below.

Arrival Time: Ensure you are at your assigned location 30 minutes prior to your first match.

Payment:

  • $32 per match.

  • If you do not work as scheduled (more or less matches!) please email/call Robyn immediately after the event so we can ensure payments are made correctly to all officials.

  • Forfeited matches that are the official's last match of their assigned day AND do not require the official to perform the forfeit procedure are not included in final match counts for payment.

  • Per the Independent Contractor Agreement, matches worked between the 1st and the 15th are to be paid by the last day of the following month.

Match Format:

  • Standard Match Format: best 2 sets out of 3. First 2 sets, play to 25, win by 2. Deciding set, play to 15, win by 2, no cap.

Officiating Crew:

  • Only R1s will be used. No R2s or LJs.

  • Officials will operate the scoreboard from the ref stand at the National Volleyball Center.

  • In Century HS, the team sitting closes to the score controller on the table will be asked to operate it. Teams are asked to sanitize the device/controller between users.

  • Teams will monitor their own rotations as best they can and use the honor system.

  • Officials may use a lineup card on the stand for their own personal use, but are not going to be tracking serving order.

  • Concessions will not be available at any of the event venues. Officials will be allowed to bring in personal coolers/lunch boxes. There is no food provided by the event. Most facilities will not have running water fountains. Please come prepared and bring pre-filled water bottles with you.

Coin Toss: One team representative from each team and the R1 will conduct a coin toss in a physically distanced manner. The team listed 1st on the schedule will take the bench closest to the bleachers, so the winner of the coin toss will choose serve or receive. If a 3rd set is necessary, a team representative will meet with the R1 at center court for a coin toss, the winner will choose serve or receive. Teams will NOT switch sides during the match.

Warm-ups: A 10 minute warm-up, using a 2-4-4 format will be used for the 1st match of each session. The first two minutes will be for ball handling, followed by 4 minutes on the court for the serving team and then 4 minutes for the receiving team.

After the break between matches 2 & 3, the teams can warm-up on their own side of the net for a total of 5 minutes.

Rule Set & Modifications

  • USAV rules apply

  • Protests: Only rule interpretations can be protested, not judgment calls made by the officials. A protest must be filed at the time of the infraction and settled before the set continues. A protest will be resolved by a committee of the First Referee, Head Official, and the Site Director. The committee will vote to deny or uphold the protest. Their decision is final.

COVID-19 Information:

  • Officials accepting assignments should be flexible and understanding of changes due to unforeseen circumstances caused by the pandemic.

  • An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death.

  • By accepting assignment and participating in this event, you voluntarily assume all risks related to exposure to COVID-19.

  • Adhere to current CDC & MDH guidelines regarding face coverings. Officials must wear a properly fitted mask that covers their mouth and nose at all times and use a hand-held whistle. If a malfunction occurs with a hand-held whistle, a regular whistle may be used as long as it is completely covered underneath a mask to reduce the potential of droplets.

  • Masks shall be worn at all times and in all areas of the building by everyone (players, coaches, referees, management, everyone). Masks worn by officials must completely cover their mouth & nose at ALL times from the time you exit your car until you return to your car, no exceptions.

  • Game balls and warm up balls in carts are provided. Clorox wipes will be available on each court to use to sanitize the game balls between matches. Please ensure your game ball is sanitized between matches. If you prefer to not perform this task, please ask a coach or player from the teams that just finished playing to do this prior to leaving the court.

  • Officials are not expected to monitor the physical distancing of others. Each person is responsible to provide space between themselves and others. Coaches should provide direction to their athletes regarding social distancing and other safety protocols. If there is an issue of concern with either social distancing or mask wearing compliance, bring it to the attention of the court monitors/site director.

  • Please utilize the hand sanitizer provided when entering the facility and maintain social distancing of 6 feet apart at all times.

  • Anyone working at the Regional Sports Center at Rochester Community/Technical College (RCTC courts on the grid) must complete the MN State COVID Self-Assessment and provide proof of the “green” screen when entering the facility.

  • Before players, coaches or worker arrive at the tournament, temperatures must be taken at home. If experiencing symptoms (fever >100.4 F, cough, shortness of breath/difficulty breathing), contact Debbie and do not arrive at the event facility/tournament.

  • If you have been recently been clinically diagnosed or have a lab confirmation for COVID-19 (within the last 14 days) you may not attend the event/tournament.

  • If you have been exposed to a household member that has lab confirmed COVID-19, you may not attend the event/tournament.

Officials that apply to work this event can check the status of assignment by referring to your individual schedule link that takes you to your personalized Google Sheet. If you need the link to your personalized sheet again, please contact Debbie.

Daily court assignments are sent via email. Please confirm with a reply indicating you are "Good to Go" after reviewing your schedule.
